Resilience & Recovery

Strengthening the Capacity to Withstand, Adapt, and Recover from Shocks

Resilience and recovery are central to reducing long-term vulnerability and preventing the recurrence of crises. The Office for Strategic Preparedness and Resilience (OSPRE) supports approaches that strengthen institutional and community capacity to absorb shocks, adapt to change, and recover in ways that promote stability and sustainable development.

Institutional Resilience

Strengthening governance, coordination, and planning capacities to improve preparedness and adaptive decision-making across institutions.

Community Resilience

Supporting community-based initiatives that enhance local coping mechanisms, social cohesion, and risk awareness

Climate and Environmental Resilience

Addressing climate-related risks through risk-informed planning, environmental restoration, and sustainable livelihoods.

Livelihoods and Socio-Economic Recovery

Promoting recovery pathways that restore livelihoods, reduce dependency, and support long-term stability.

Understanding Resilience

Resilience is the ability of individuals, communities, institutions, and systems to withstand shocks, adapt to changing conditions, and recover from crises without reverting to vulnerability. In contexts affected by conflict, climate stress, and socio-economic pressures, resilience requires coordinated, multi-sectoral action.

OSPRE’s approach to resilience integrates early warning insights, prevention strategies, and recovery planning to address both immediate impacts and underlying drivers of vulnerability.
